You want to give a sense of an environment that is beyond your city/town/suburb scene, but without becoming a distraction. The horizon billboards are lightweight props solution for this problem.
This near-range, wide billboard hides the ground discontinuity at the edge of your city/town/suburb scene. Behind it, mid-range billboards (like the Industrial billboard) and other props can be added for a deeper appearance in your environment. This Hedge billboard has 3 materials, each shows the same view under different lighting.
Some camera positions, that you tried to avoid, are now possible.

Using shrubbery billboards instead of full shrubbery props does save on both RAM and render time, so this is great to see. Would sure like to see some tree billboards next. :D
