The Sassnitz-class submarines were developed in the GDR as Project 151, NATO designation Balcom 10 class. They were the first displacement fast-deployment submarines built to their own design by the Peene shipyard in Wolgast. The People's Navy referred to them as "small rocket ships." They were intended to replace the Osa-class submarines and were also intended for export to the then USSR and other allies. The Polish Navy commissioned three ships under the designation Orkan-class.
