The pattern design contains a lot of wrinkles but as far as I can see the Poser Cloth Room copes with this quite well. Be sure to have cloth self collision on when using.

The vertices of the belt are constrained.

Texture is a simple color. UV maps are completely flat and un-stretched so add your own textures with ease.
A template is included.
