To parent it to the neck is needed here; then the collar is not simulating right and needs to be on 0 strength. To get the collar following Kiki's neck, it is needed to parent the dress to the neck. In this way it seems to work, but I am not sure if it will work for every pose. The collar is very heavy in geometry compared to the rest of the dress.
Oh in poser is the Hip I Think.

A great dress for Kiki. Thank you. It can be used in Daz Studio with dForce: add the Dynamic Surface dForce modifier to the dress, and for all 3 materials, use Stretch Stiffness: 0.3 and Bend stiffness: 0.2. For the Neck_front material, Dynamics Strength: 0.0. Use the timeline to simulate, frame 0 the default pose and at frame 30 the pose you want.
