The pen tool in photoshop has never been "pressure sensitive" as far as I know. The brush tool, however, is a different story. Illustrator has a variable width path function but not Photoshop. If you are trying to produce vector art then you are far better off using Illy but if you are creating raster art then the brush tool in PS is what you want to use.
I have confused you ... the "pen" is the WACOM pen, I meant to the "brush" inside of Photoshop. Sorry about that. I am refering to the raster function of the brush inside of Photoshop. The pressure sensitivity function doesn't show inside the Brush panel nor does any of the presets respond properly to pressure settings. My example was to illustrate that the issue was with PS (because it did respond to pressure inside Illustrator and Manga Studio) not with the tablet or tablet's pen. Sorry for the confusion.

From doing some quick research this seems to be a very common problem dating back to 2012 with WACOM Intuis4 pen and Photoshop CS6 and seems to actually be an issue that is only asscociated with Photoshop not any of the other Adobe products except for Lightroom. Here are some basic troubleshooting that have been posted in several forums
check to make sure all the port plugs are completely in. I know this sounds ridiculous but it's happened to more than one person I know. They are in enough not to fall out and work like a mouse, but not in enough to be registered as a pressure sensitive device. Crazy stuff!
The other thing to do is to make sure you have the options for pressure-sensitivity turned on. With the brush tool selected there are two pressure sensitive icons that can be turned on or off in the options bar across the top. If they are off (even if you have it set in the dynamics) it will ignore press. sens.
Try un/replugging the tablet back into the computer. and/or try another usb port.
Finally make sure all your drivers are up to date -- you can find the latest tablet drivers at Wacom.com > customer care > product drivers; and Photoshop drivers at adobe.com (or by going to "help > updates..."
EDIT: if you do try the updated drivers, it "typically" (but not always) works best if you completely uninstall the wacom tablet first, then run the downloaded file only (not the installation disc that came with the tablet).

Back on line. First I didn't mean to ignore Nedkelly on his help, even though I confused him in my wording. Sencond to Lobo3433: I've used Photoshop for well since version 3 or 4 I think ... and I've been using CS6 since it came out ... didn't see (I'm visually impaired and use aides to use the computer) the toggles in the tool-bar accross the top. You were "spot-on" as the Brits say, that was the issue and I don't have to jump through hoops to fix this. User error is always the best answer. It solves the problem and humbles the user, everyone wins ;) Thank you again.

Well, the basic pen works. But it does not recognize pressure, angle etc. There is no pressure settings in the brush panel. I have the WACOM Intuis4 (medium) and a new pen (that I've used for over a year and it has worked). I thought it was the pen and put in a new nib, but no difference and ... it works beautifully with varied pressure in Manga Studio, so I cannot find the area in Photoshop to "recognize" the pen ... not in prefferences and not in brushes. I did set up the wacom side to recognize Photoshop. I've used these products for over 10 years so I do basically know what I'm doing, this is just flumuxing me. The WACOM and Adobe sites are only frustrating me. If someone here could help I'd really appreciate it. :)
