Great mood to the scene Patrick. One thing that might add even that little bit more is to make the pipes look older, rusted and degenerating to more closely match what you've established in the rest of the scene. I like the rain, and what appears to be puddles forming on the sidewalk - your character's expression looks like someone caught out in the rain and not ready for it. Great stuff.
