tizjezzme: You open the photo in Photoshop and make three copies. Then you shrink two of them. For example, if the original photo (let's call it "a") was 1000x1000 px, then the second one should be 800x800 ("b") and the third one - 500x500 ("c"). Your main photo is photo c. You take the head from the photo b, clip it accurately and then take the eyes from the photo a. There is a good secret of merging those pieces in the picture - you put the big eye on the small head, then you pick the eraser tool with 8% opacity and remove the pieces outside the eye. After some moves it fits, like it was that big from the start :) The other effects are just chaotic color/saturation play :) Hope it helps :)
