I poked around a little. That appears to be a Blender interface draw artifact. It's a bug related to this https://developer.blender.org/T78307 . IDK if you are on Mac or PC. It appears to be a thing that happens with some AMD graphics cards.
I'm on a PC.
It affects PCs too. I think there were some fixes among the links I found.
Intel GPUs https://developer.blender.org/rB38863924305367eaae65d9447f8a306b86d6ea44 TL;DR: Enforce single widget drawing.
That's the only hard, cold info. After that, we land here https://docs.blender.org/manual/es/2.79/preferences/system.html where possibly some trial-and-error combination of redraw settings will solve your problem.
After that, it's back to the Blender.org forum to see if any big-brains there have something more to say about it.
