If you hand paint in Photoshop, the smudge tool could prove useful. You might also consider taking the time to either make or find some water splash brushes.
If you don't want to paint the water you can also use photos of water to composite in the breaking waves. The following tutorials are Photoshop tutorials which cover waves and splash effects although they aren't beach specific.

Hi,I remember seeing eons ago, a photoshop tutorial (for sale, not free) which taught you how to 'paint' waves like in the picture above. I've searched the marketplace but have come up blank.
Does anyone know where this tutorial is, or if not, where one that teaches the same effect can be found?
