Creative POV. Unusual site for a city, which creates a very unique contrast & juxtaposition. Not a bad place to live, if you have to live in a city, if urban sprawl doesn't destroy the surrounding environment (as it usually does in real life)...

I like your city and terrain quite a lot - the Eagle is perhaps visually to strong an element - perhaps several birds at mid-altitude to convey scale?
