This is a statue of Albert, Prince Consort of Queen Victoria from the Albert Memorial in Hyde Park.

A very imposing statue, looks like it was just put up yesterday. Great composition good idea using the arch as a frame, the lovely blue sky with cotton bud clouds reall adds to the scene. Bravo!!!!!
