Hello, I was hopping you could help me out here, maybe point me at a tutorial or something, I'm trying to achieve the effect of dripping saliva from a beast's mouth/

This is what I have in mind:

I'm new to postworking so I have no idea how to even start, and I'm not sure how to look for a tutorial for something so specific.

Can't recommend a specific tutorial, but if you type 'photoshop saliva tutorial' into Google, you get a lot of hits, some even quite useful.
