OK - this reminds me of something.. I think it's called 'scratchboard.' You take a piece of stiff paper like card stock, and cover it with colorful paints. After the pain dries, you coat the whole thing with black paint. then you use an X-acto knife, or something with a sharp point to scratch lines in the black paint to reveal the colors underneath.
