I really liked this image right away, but now that you ask, I haven't figured out what the science joke is
It refers to the Doppler shift, The Doppler effect is the change in the frequency or, equivalently, the period of a wave in relation to an observer who is moving relative to the source of the wave.
The best known version of this effect is demonstrated with sound, the pitch is higher as the the sound source approaces and becomes lower as ir recedes.
A similar phenomena happens with light where, as the source approaches, the frequency of the light wave is compressed into the blue part of the spectrum and the object also appears compressed. As it recedes, the wave is stretched down to the red end of the spectrum and the object appears elongated.

Funny idea to picture a city street with the appearance of Doppler shift. The blue car approaches and the red car recedes. Interestingly, also the colours match the effect. Of course, the buildings do not move, neither does the observer, but he is able to make an interesting observation.
The colour choice for the vehicles was not coincidental. :-D
