Since this is such a grungy place I would guess they are being interviewed (previewed) for a not so great type job. Who has to interview in their undies??? I feel they have no choice but to be there.

This feels more like an interrogation then an interview given the positions of power going on here...being in your underwear while someone else is in full dress is certainly going to put a humiliation angle on things. But hard to say for sure what is going on, certainly a puzzler!
