Or at least it looks like blood. Apparently rust at its finest, including the permanent stain on the pavement. It could be oil, but who ever heard of oil in a fire hydrant.
Captured 4/13/14, early morning, within a mile of my honorable habitat.
I posted a shot of this hydrant with the sidewalk stain before, but it is in far worse condition now. This is right across from the beautiful Courts Building in the beautiful City Hall area. It really stands out because the rest of the pavement is in top notch shape. Instead of fixing the hydrant, it could/should be replaced, like so many others have been around town.

No, I think it's a case of "fire plug/hydrant revenge." After being on the receiving end of countless dogs, this now-sentient fire plug/hydrant has awakened as a new, albeit immobile, life form. It is now getting its own back at the canine species. Just wait 'til it asks you for a light!

Lol on weesel's comment---I never thought of that either. Great fantasy. Yeah, I assume this is from steady leaks. (Water-leaks, not dogs relieving themselves.) But it's amazing that the leaks always flow the same way---never deviating from that smear. It looks like the sidewalk is on an incline---slightly---to allow the water to flow that way. If not, the leaks must come from the same spot, each time. But there's a lot going on in the shaft too---the mid shaft contrasting the utter yellow upper portion. A fascinating semi-minimal capture, with the yellow hydrant, all that dripping "blood," the long stain on the sidewalk, the empty gray sidewalk, and that wonderful deep reddish curb-edge (slate-reddish), which acts like an abstract accent to the whole. More of your fine work with urban lines and forms; clear, strong and a lotta fun. And if that's really dog pee---man you guys got some potent dogs in that city! They may wanna look into a different diet...
