Well, I'll be... That's the BEST way to decorate old decrepid buildings. A lot of this in San Francisco and some in Europe, but the %x#x graffiti criminals are all too often there shortly afterwards to destroy it. This is a very nice photo - glad you didn't crop the upper part which shows what the rest would have looked like had it not been for a good artist! And you say there are many pictures like this? May be the same artist, or, that people in town want their sad sides brightened.

Looks a little like scratchboard art in this capital capture of the capital street mural, Bill. In contrast, nothing but unintelligable graffiti garbage graces our walls down here in Southern California.
