Reminds me of experimental clothing in the Mod Era of the 1960s, when designers figured out how to make (very heavy) clothing out of luminescent materials when they weren't overdosing on day-glo paint and UV lights.
DavidEMartin is right - now that he mentions it: There was such a trend, now I remember it as well (but thought it was later). fantastic glow-in-the-dark effect, stunner!
