decent start, i'd continue it by making the rails have less wooden trusses. as well i'd give less wheels to the cart.
don't be afraid to use the 'planes and terrains' settings on the pic, it will give it a bit more life. You can make rails in Wings; just take a cylinder, cut in half, flatten one top face, connect the two bottom ends (of the top half) but cutting each in 3, then connecting. Extrude down a bit, then possibly an extrude region (it's not hard, this should get you started). Textures are looking better, keep with it.
