The DOCTOR
Not actually a nice scene but nevertheless a very well done one.

The answer to your question in in the description section. The Doctor is meeting with with his arch-enemy, The Master, who is also a Timelord but more evil. :-)
I don't know that one. And he travels in an old little electric car? lol
The Master has a newer TARDIS and his chameleon circuit works which causes the outer shape to change so that it blends with its surroundings. The Doctors circuit broke when he visited Earth in 1963 and has been stuck as a Police box ever since. He fixed it during a 1980s visit but after one new shape he decided he preferred the blue box look so set it back to non-functional. :-)
Can you tell that I've been a fan since the first episode back in 1963. :-)
Okay, I was never that deep into the Doctor's story. Hats off to you for your background knowledge.
All that's missing is an American phone booth with an antenna.
