Description
The animated video playing at the exhibit also covered a bit in regards to the court case after the tragedy of the Titanic. There were not enough lifeboats for everyone on board, but the lifeboats the did have, only two were fully filled.
This failing was likely due to the fact that they did not have any practice drills for crew or passengers in what to do if they actually had to use the lifeboats.

Yes unfortunately it was quite chaotic because of the lack of knowledge and practice for proper emergency evacuation. This is one of the changes they made because of the Titanic - after that, it was legally required to have proper training and drills.
