Oh before I forget EMP can do this it is just that to date as far as I know no weapon made has made use of this at this power level,
small weapons have been made, what we call war ground weapons, short ranged a few miles, could these EMP weapons knock out out Tanks could they take our fighters down what about ten years time would any country with them win the battle ground will they reach in to the deaths of the sea and kill the subs, is this the end of the human race

I don't know, but I wouldn't mind a nice short-range EMP device for these idiots in the neighborhood that like to play their noise pollution loud enough to be heard a mile away.
