The postwork makes this look like a drawing. It works well.
Nice scene, looks like a lot of AI was used.
Actually no! Rendered in Bryce with a plugin and some raytracing, then photoshop with a toonz plugin and some layering...Still old school effects, used a Gel brush on the clouds with spattering.
