This is another paint by number image... from an anime coloring app... I am also uncertain what this Japanese ceremony is about... ? But this seems to be a common theme in my anime app...

I know the little pieces of paper and often pieces of cloth have prayers written on them. They're hung up and a prayer said and it 'sends it out into the universe' to become whatever it will.
