CeeDee, I'm using something called ArtActionsInternational that I bought at Renderosity over 10 years ago. I couldn't find out if it's still available, but Darkworld has some very similar things here like Render Magic! and Render Artist. Art Actions for Photoshop. There's also a wonderful free program out there called FotoSketcher.
