Way, way beyond my level...great shot.
Its actually not that hard to get such a result.. you need to shoot against the sun at late afternoon, use an ND8 filter, and a speedlite with a softbox from front-side (I have a portable one that is easy to carry around). This way you can use 1/160 or 1/200 and use your flash without hss.
