80s? the outfit and hair, sure... the design on the outfit? 60s... the star on the face? Kiss started that in the 70s... I'd say she's got a disco feel about her, so I personally would put her in the late 70s.
She looks great with all the colour and I love how you have done her face. She makes a lovely 80's child.
