Good guesses but NOOOOO! It does have cell phones thingies on the side but I think they are just renting space on the outside! Keep trying. I'm sure it's specific use will be very obvious to some! If I gave you the brand of their product it would be very easy! Yes I will tell you if no one gets it!

OK the answer.....they make elevators and the tower is where they go up and down to test them. It's an elevator shaft without a building around it!
