The character's name is Mr. (Mister) Abominable & Kat got it right, he's based on the Pacman monster. Actually, his identity is not all that important. If you enjoy the art, that's enough.
He's cute, reminds me of the cousin in The Addams Family.

Didnt get the pacman reference, but it is very good on its own terms. I bet Mrs A has a few hygiene issues as well.
