Sometimes the answer to "what is going on in all that density" is "nothing." Which only inflects back to all the workmen who built it and the tenants who occupied it for so long. To someone from a small town a city is a mystery. Even when it is torn down or a hole is started with a t-crane, the awesome presence of a need blocks out the abandonment.
