I am pretty sure that by "A new Hope" after having passed more than 19 years time. That the vasy majority of the rank and file troopers weere no lonber clones from the original 2 Million delivery stock. Even if the Emperor ordered another 2 million stock, they would have still been 14 or more years old. And I don't think there would be enough of them to fil the ranks of the Imperial Army Ground Forces. Considering star Destroyers alone could and regularly DID carry 1/4 or more of a Military Corp[not to mention just how many were on a single Death Star...]. By the time of a New Hope, there were thousands of Star Destroyers, and innumerable miltary bases. The clones by the time had to be either mostly dead, or all in serious command ranks within the Miltary and Storm Trooper corps. Since by "A New Hope" the Emperor's pogram against aliens was well known, I doubt he was using the Kamino's as a source of manpower anymore. New Storm Troopers had ot come from somewhere, hell even Solo was thought to be a Storm Trooper Officer by some sources before leaving the Imperial Services.
