Aside from the flying vehicle, this could pass for a contemporary city. But then, from a distance there's not much difference between a modern and a 1940 city.
David you are 100% right. Pretty much laid out like it looks on some parts of the Kanawha and Ohio River these days.

Exceptionally realistic clouds. Also the depth of the haze and overall lighting is believable.
