I took this at 9:30 pm with Canon /28-75 Tamron and handheld at 1600 iso. I was on the parking garage of the Flamingo Casino

I do not understand how the camera can see almost a blue sky when it is pitch dark except for the city lites

Vegas is simply an adult carnival. Your photot remninds me of looking at a carnival from the behind. The blue sky is probably from reflected light.
