Is that the Queen of Blades? Sure looks like her!

The figure/Outfit is from FoRender and is called "Spike Queen", but yes, I believe it is supposed to be Infested Kerrigan.
It also resembles a character from an old TTWG I used to play called Warzone (a.k.a. Mutant Chronicles).

OMG, Sarah Kerrigan - The Queen of Blades!!!! Pity what Arcturus Mengsk subjected her to after abandoning her on Tarsonis. Perhaps she's better off in this form. Be that as it may, great image even without a bunch of Zerg Hydras slithering about!!
