These prisoners must all have special privileges if they are able to have such nice refreshments to drink! I wonder what crimes they committed to be locked up in such spartan, bleak cells?

Not everywhere in the world is imprisonment enforced as rigorously as it is in the USA. I suppose it depends on how you view or regard the prisoners: either as human beings who have made a (sometimes very serious) mistake—and are therefore forcibly separated from the rest of humanity for a time, yet are intended to be reintegrated into society later—or as inmates who no longer possess any rights because the crimes they committed are deemed to permanently disqualify them from a life of freedom, thereby forfeiting any claim to be treated as human. Consequently, one feels entitled to do whatever one pleases with them—and the state or lawmakers believe they are justified in denying them any privileges whatsoever. I consider the second approach to be wrong; occasional small gestures—such as a soft drink here and there—are not a sign of weakness or capitulation. Rather, they simply convey the message: "You may have messed up, but you are still a human being." After all, this changes nothing about the deprivation of liberty; the prisoner remains an inmate regardless. Prison authorities certainly lose nothing by treating people like human beings.
