Wow, most impressive render! Love the dark, dystopian feel along with an effectively dramatic POV. Could one assume some considerable post-work, and if so, what program. Nice work all around!!
Actually, everything is 3D -the buildings, the whale, the people, the billboards, even the atmosphere and the vapor or mist. I tried to make the entire image that way. The post-work in Photoshop is focused on the tones, saturation, and contrast, as well as the LED glows on the whale. I used an old Photoshop plugin, Nik Collection, for photographic light and tone effects.
