I think this is a variety of milkweed. You really got me curious so I looked up some images on Google and asked some questions and it told me that these white fibers carry the seeds of the plant on the wind. I think it gets a lot fuzzier. If that's what it is. This plant sure has a lot going on, that's for sure. Great picture.
