“Submarine racing” did not refer to actual warships, but was a common euphemism, particularly in America, for teenagers who parked their cars in secluded locations (such as Lover's Lane) to kiss, with the fogged-up windows resembling submerged submarines; it was a cultural term for romance in parked cars, not a sporting event.
