In the 1980's and 1990's the UK's Victorian towns had been neglected for far too long. Too little investment, contracting industry, high unemployment, and too little care over the environment. It filtered through the towns into a general lack of effort. Here is an image showing something of what it felt like at times. Fortunately, the neglected buildings are now - by and large - appreciated and complete towns have benefitted. The scene needs more rubbish on the street, though. In the early 1990's our council street sweeper contractors came round the Victorian streets every 5 years (the 'Posh' bits of town were done bi-weekly), just before contract renewal, and left the muck to build up between times.
