It's a probe. Right now, it is sitting on its stand. But when a ship passes a new planet, the probe is launched into the atmosphere. It maps the planet and checks the make-up of the atmosphere. When finished it signals the mothership and is picked up, to be used again. This one is AP-15 (atmospheric probe #15).
