I have one on my PC that's a paid program, but I'm having too much fun doing renders and dabbling with Ai while waiting for my renders to complete to take time to learn it. I did give it a spin. You paint what you want moving, and then it has various parameters to tell it what moves and how. The one I have is called PhotoMirage by Corel.

when we zoom on this, we see they're dancing in a big hall in a big beautiful mansion! With two ballerinas in the background. And this couple is not only dancing, they're about to kiss! Yeah, Tinkerbell would probably love to turn into a full size human, and kiss that guy. A beautiful couple, and beautiful setting...a magical image again.
