I think its a 'porcupine puffer fish' not puffed up
I'm thinking it's a porcupine puffer. I kept marine tanks for many years

I didn't even know it was a fish! (I"m not the one to ask these questions of...) But it's a fascinating shot. It looks almost like a sock with holes in it. Strange and beautiful creature!
