An alternate dimension.
An eclectic assortment of structures do make this a strange place. Not hilly enogh to be Seattle but maybe the local space needle sprouted up like a mushroom.
I'm betting the Space Needle is an actual radio transmitter with an established link with aliens (sure this was brought up in some Men In Black movie). A strange town indeed!
