I suspect the commissioner will send the signal soon. And then the dark romance between the Cat and the Bat will be rekindled under a false moon. So different, so alike, so doomed.
Just as an aside, Tim Burton should have had 'Batman Returns' focus exclusively on the tragic bond and battle between Batman and Catwoman. Certainly such a tighter dynamic would have put Bruce Wayne's uber vigilante morals under sharper strain. That would have been a superb film.
