*One the oldest wings of the Academy, the DMV monitors and maintains the relative velocity of matter on a molecular level by way of locking the atomic particles in their active patterns the instant they form a working molecular function and form. This information was obtained between the Lepton and Photon epoch after the Big Bang (1 to 10 seconds). We're all familiar with the benefits of the DMV ; the law of equal and opposite reactions, bodies at rest staying at rest and the ability of a birds feathers to move through the air without disrupting surrounding ions are just a few. The DMV does have a small office to handle complaints that was formed 20 seconds after the Big Bang when light complained about the limits set on it's speed. The complaint is still under review for consideration of acknowledging the complaint, but if and when it reaches upper management the answer will still probably be no. The other 10 to the 12 billion complainants are still waiting to take a number.
