Ok, so he's got charge poles sticking out the spine of his back ....sort of a digital Frankenstein. he gets charged up regularly from local high power, keep-out containment fences. He's full of circuit boards and lithium compartments. He's got powers. So what does he do with them? Interrupt a thug about to ice the owner of a convenience store and pronounce some immediate, terminal justice...? or is he out for himself.. He goes into a bank and conducts a low level current across the floor sending everyone into temporary Tessler shock spasms. The vault door blows open, and he walks out with bundles of cash... hey, I could use a guy like that... where did you say he lived again?
