Not according to IS.. Anything that they don't agree with including race, creed and colour is fair game.. And moving on is not an option.. They with go to your Country.. So, my view.. Bomb the shit out of them first.. Then send in massive amounts a ground troops and kill anything dressed with a black flag on its person..
