The Mean Green Witch is a bit of a silly villain of mine, so I gave her a look that is a bit more funny than how I've drawn many of my other characters. Since I decided to use the concept of Santa's reindeer as super-heroes, I thought that I would use Halloween themed characters as their foes, and she happens to be the baddest of them all. She is a native of the village of Halloween Hallow, in Transylvania, Romania, but the full details of her exact origins are shrouded in mystery. Yet, somehow, she and her husband, the Willow Warlock, have succeeded in taking full control of the village, and have ruled for centuries with iron fists. And, the village itself has remained in a state of being like something out of the Dark Ages, completely out of place with the rest of the modern-futuristic world of the CSCU. Whether, this is due to the Witch and Warlock's own design, or the result some other magical curse or something on the land is unknown, but if their home is such an unchanging nightmare dystopia, it's no wonder that she in particular hates everything, especially the wonder and majesty of Christmas City and it's denizens.
