great shot...but I'm stumped too!
They wanted to keep it open but didn't want anyone to steal the padlock. I do that too. I notice the hand-made bracket with the little curl in it, the mark of a blacksmith's touch. Nice shot Alida! By the way, the CISA lock is one of the best that are made!
I hope you have the key to get in here though I'm not sure you will need one. Lovely colours.
