That's a really good job and I really know what you're talking about now. Tho for a daily web-comic it may be more work than I have time for, not sure yet. But Thank You.
You can animate with this style, but you'll have to make each frame 'toony' by hand. You could just use C4D, Lightwave, C2 etc. to create animations with a cell-shaded renderstyle.
